Council Lettings, explained

What is a
council letting?

A council letting arrangement allows a suitable privately owned property to be used as accommodation for households placed by a local authority.

Depending on the arrangement, Ekko London may enter into an agreement with the landlord and then manage the property for local authority temporary accommodation. The landlord is not expected to manage the placement directly — we coordinate day-to-day management, resident communication, local authority liaison, inspections, maintenance and property records.

The exact contractual structure, rent, responsibilities and term will be confirmed within the individual property proposal and agreement.

How the arrangement flows
  1. 1
    Landlord
Owns the property and agrees terms with Ekko London.
  2. 2
    Ekko London
Onboards, manages and operates the property day-to-day.
  3. 3
    Local Authority Placement
Council refers a household requiring accommodation.
  4. 4
    Resident
Occupies the property under the agreed arrangement.
A specialist route

A specialist route into the
local authority housing market.

Local authorities across London require suitable, professionally managed accommodation for households in temporary housing need. Ekko London works with landlords to assess suitable properties, agree commercial terms, complete onboarding and compliance checks, and manage the property throughout the placement.

Property Assessment

We assess the location, condition, layout, room sizes and suitability of the property before making a proposal.

Compliance and Onboarding

We check the required safety certificates, licensing position, property standards, inventory and onboarding documentation.

Resident and Council Liaison

We manage routine communication with residents and the relevant local authority throughout the placement.

Ongoing Property Management

We coordinate inspections, maintenance, repairs, contractor attendance and property records.

Why landlords consider it

Why landlords
choose this model.

Reliable Rental Structure

A clearly agreed rental arrangement with payment terms set out before the property is accepted.

Reduced Day-to-Day Management

Ekko London becomes the landlord's main operational contact.

Strong Accommodation Demand

Local authorities continue to require suitable accommodation for households in housing need.

Longer-Term Use

Properties may benefit from more stable occupancy than short private tenancy cycles, subject to the relevant arrangement.

Professional Oversight

Regular inspections, documented property records and ongoing resident management.

Maintenance Coordination

We manage reported repairs, contractor access and the maintenance process in accordance with the agreed responsibilities.

Who it's for

Who uses
temporary accommodation?

Temporary accommodation is used by a wide range of households who require safe and suitable housing while the local authority resolves their longer-term housing position. Placements are made by the relevant local authority based on housing need and property suitability.

  • Working families
  • Families displaced by fire, flooding or unsafe housing
  • Households escaping domestic abuse
  • People experiencing an unexpected loss of accommodation
  • Refugees or households in resettlement programmes
  • Individuals with health or welfare-related housing needs
